Switching from `closed` to `open` is immediate but only possible during the 2nd week of the 2 week camp wars cycle." I assume it's to avoid people from closing the camp 1 day before a fight and opening it again, or stuff like that. Since fights are scheduled 8-9 days in advance now it shouldn't be a problem.
