Clarifying camp looting

There was a little confusion over the rules that are applied in the automatic looting of camps if they lose a battle on their home hex, so I'm re-stating it here.

- the winning squad steal a random selection of vehicles from the camp and from the losing squad (even if some of these escaped the battle)
- they must have a driver for each vehicle
- they also take a random selection of engines and weapons from camp lockups

This code was written around 2010. Although the new camp wars mean that you can have vehicles from town (not camp) in the squad, I decided to leave the code unchanged, i.e. squad vehicles that came from town are still potentials for being stolen. The main reason for this is that adding vehicles from town was only ever supposed to be a convenience function (removing a logistical barrier to people partaking in the new wars): the squad is actually still coming from camp. A secondary reason is that I don't want the system to be gamed -- it would be too easy to send all camp vehicles off in squads and send all war-squad vehicles from town, otherwise.

do camp manages and full members only get to loot, or is it random who gets to loot?

Currently random.  I'm considering changing it so it all goes to the owner so they can distribute it.  It's not in the owner's interest to refuse rewarding people.
