It's just an effect caused by the way I originally wrote the permadamage code. Basically, permadamage is added to the chassis after it's repaired rather than before it's repaired.  So if an 80% chassis with 0% permadamage is repaired, it becomes a 100% chassis with 3% permadamage.

This is what caused the original 'free first repair' bug which I eventually re-instated because people liked it..

So a 99% engine with 0 permadamage can become 97% health with 3% permadamage after it is repaired?

No, permadamage is only added if more than 5% repair was needed.

What you will see happening is an item that was at 100%, then getting damaged to 99% and not being repairable. That's because it actually had 3% permadamage "behind the scenes" while being at 100% health.

So first free repair is just an illusion, so that we feel better about that "100" number when in reality it is not 100 but 97? :(

I wouldn't put it that way. It really is 100% health, it just won't be 100% any more the next time it needs repairing.
