Just something that might be interesting.

Reduces targetted character skills by some % for a variable amount of time.
Both are based on skill level of the caster.

Eventually this power will focuse on skills used at the moment by targetted character: driving, gunnind and so.

There is a chance for the character to avoid effectinevess of the power, but a critical failure will lead into improved and longer effects.
