Does adding A armor increase or decrease the CR of your car or is it the same as B armor?

It only affects vehicle weight and armor price.

A armour also improves fuel efficiency I believe.

It does because the calculation of travel range depends on vehicle weight.

I meant beyond that, I distinctly remember Sam mentioning something about getting a bonus to fuel efficiency beyond the weight saving to reflect the better fitted more streamlined armour. Of course I could be just mis-remembering something.

yeh, pretty sure that's right about streamlining. It seems it doesn't matter how much A armour you have on a vehicle in regards to mileage. I think this is stated more clearly in the fuel/mileage section of the wiki.
