Do I get skill for town events i make with NPC's in it? not seeing skill come up in ped combat or medic.

If it's an 'on-demand' event, i.e. one that you request from the client and you don't set the rules, vehicle or track then yes, you get skill. If, however, you create a custom event where you do set the car, vehicle and rules then you will not get skill points.
