So I signed up to assassinate the leader of X gang in SS. I have two squads in nearby camps, so I scouted in the direction of SS, targeted NPC traders, and specifically sought out members of that faction before the scout.

After 5 tries I didn't get the gang I was looking for a single time. Three times I got a different gang of traders from the same faction (and let them go when they asked for a truce).

Is this normal? I'm pretty much out of time and the mission will fail. Interestingly it seems letting the NPCs go positively affected my rep with that faction's enemies and negatively with that particular faction, even though I let them go.

Usually with an assassination mission you get the target gangs name at the bottom of the targeting gangs dropdown so you don't have to random hope they turn up.

also you say "you scouted in the direction of SS" which leads me to believe you were not in SS.
If your mission is in SS then I believe you need to be in SS and scout outwards.
If you are in the right place it will actually list the gang you are targetting in specific gangs. (and if you have a decent scout you usually get them)
If you scout from elsewhere its just going to be random luck that you hit them. And keep in mind the gang leader doesn't always show I thinks only like 35% of the time so you often need multiple encounters with the gang to complete.

Assassination missions are a good way to quickly get enough rep with a faction to join.

I did about 4 assassination missions one day, and got enough rep to join the Mutants, but was also hated in the town i did them from. Took about 6 weeks to get my rep in the town back up.

Also, if you're doing a trader gang assassination, the leader will usually be in a trade vehicle. so, make sure you have a runner. ;)
