Both. There is a consecutive round firing bonus which aids the hit chance, and there is also a chance to improve your gunnery skill when used a lot in an event.

Actually, to my knowledge, Gunnery skills only stand a chance of improving when the gunner actually hits.

I guess that makes sense. Otherwise people would exploit by kiting an enemy car at 400 meters and shooting off magazine after magazine from rear guns at it with no chance of hitting, just to train up their gunners.

I could be wrong, but I think below a certain threshold, you don't have to hit your opponent to gain skill. I just recently had to start training up one of my drivers who had almost no skill at all, and he was not hitting but was gaining points up to a certain point.
