Do Mechs gain skill points when they are driving?

In fact, my mechanics are almost all drivers on scouts. What happened in your case is a mystery to me. You might want to check to make sure that your best available mechanic is set as lead mechanic in the scout window. A mech 10 points behind in skill got the skill up in each case. This means you can get Mech points from a Travel encounter even if you don't Demo any enemies; if at least one enemy escapes, you'll go to an empty Loot Screen and possibly get a Mech skill-up. You can make enemies escape just by aiming a weapon at them for a certain period of time, or by firing dropped weapons.
