I would of though it your not going to fight npcs, then you going to have a fast vehicle to escape.

But the buggy only has a top speed of about 60.

The offroad buggy gives one of the best modifiers to the scouting roll. I don't really use them myself, but would assume the approach would be to have a high level scout in buggy accompanying a group of fighting vehicles.

The scout does the job of finding your intended target and getting you a good spawn point and then uses the fighting vehicles as the shield to get away from the combat or circle off to the side to provide minor support/distraction.

The buggy certainly isn't a good vehicle for running between towns to train a scout, due to it's low top speed.

It's actually a terrible vehicle to put a high level scout in because it can't get out of its own way and has no armor. Stick with a muscle car because the scout bonus on a high level scout doesn't do much for you.

I used the buggy to train solo scout in the dunes area around SS. Sad thing is that you CANT escape without dunes as in flat land you are dead meat.

Buggy are also nice to train handgun because you can climb any kind of mountain dismount on top and shoot vehicules down in the valley that cant reach you. (not a tactic I would really advice anyway).

Buggy is usefull in real scouting because it give your scout a bonus, add another car but with very low CR so the opposition wont be as much boosted. 1 Apache + 1 Buggy meet far more easier target than 1 Apache + 1 Muscle scout, and the buggy lower the chances of an ambush.
