I think that if a Ganger has a traumatic event, like everyone in a car dying but him, he could get a permanent stress modifier when faced with that situation again. For example, if a scorpian killed everyone in a car but one, that ganger would suffer a courage hit if he was being shot at by a scorpian again. Similarly, if a footsquad was decimated by mutant rats, she might develop rat phobia. This could increase based on the brutality of said injury, to the point that a hanger could go berserk if faced with, say, box vans.
