Do not solo scout.  You'll lose stuff and hate it and me.  Ok everyone who chose to ignore that advice may continue.

This is a bad result.  You always want traders.  You won't always get them.  You want traders because some of their CR will be wasted on the trader cargo vehicles, making the fight more in your favor.  The enemy spawned one voyager(Eliminator) and one symphony(Evan enforcer).  They spawned in ambush, and that is great because they are split up.  I can engage them with my four guns to their two guns individually, picking off one then the other.

If they had been traders they would always spawn "in front" of you, further down the road.  In this example they would have been in the black circle area.

Ok I've turned my cars around and came up with a plan.  Plans are good, but remain flexible in case the situation changes.  I'm going to go back down the road towards the Eliminator (at the top) because I suspect he's going to come down the road at me and the  Evan Enforcer (off screen to the right) is going to come at me cross country.  Engaging the Eliminator down the road will give me lots of sustained targeting (+Accuracy bonus) and sustained fire (+More accuracy bonus).  My cruddy gunners need any bonus they can get!  I'm taking my four guns against his two, giving me a huge advantage.  Even if I miss, the act of shooting at him will
help stress him out and make him miss me.  Gotta keep an eye on my six though!

I've slowed with Thalia to let Vicious Guppy catch up and bring all four guns to bear at the same time.  Never let the enemy use your own cars to screen your fire.

Here comes that Evan Enforcer!  Thankfully he muffs the turn and takes it with too much speed costing him some time getting to me.

...and punch through.  Now I have one car that can stay on that hurt side (Vicious Guppy) and one out of position to keep engaging.  As the Eliminator is already breached, I split forces here and let the Guppy finish demoing the Eliminator and have Thalia circle right to deal with the guy coming up on my six.

Thalia immediately engages the Even Enforcer, even though I have no hope of hitting I am building sustained targeting and fire bonuses.  Guppy demos the Eliminator.  It is still a threat, but I decide to risk it and put all four guns on the Evan Enforcer to try and demo it as fast as I can.

Vicious Guppy has taken some hits from the eliminator and is getting stressed out, indicated by the yellow circle.

By firing on and hitting the EE, I have gotten my guys unstressed.  I keep pouring the fire on.

I strip both cars and loot neither.  Only loot cars on returns until you get good specced gangers and have a 50+ scout.  It wound up being a good thing to, I would have probably lost them because i DID get a return.

Return:  Check both boxes and cross your fingers.
CHECK Accept truces from all NPC traders
CHECK Accept truces from all members of friendly factions

Scouting with a 50+ scout will reduce the chance of a return.  As I had a crappy scout, I got a return.  Northern Mutant Alliance.  I set up as close as possible to town, offered a truce that they declined and ran like hell.  They brought a wurzel and a pickup.

Could I have stayed and won? probably.  but I'd have taken a good bit of damage and risked my gangers.  I only had one HMG reload and the wurzel packs ballistic weapons that are tough to deal with.  Another good option is to get inside the gates then turn and fight.  If it goes badly you can escape into town.

That is all.  Switch to your next waiting squad of two cars and repeat.  If you're lucky you'll get some gates encounters and loot some cars, if not you'll get training and not lose your guys.
