They aren't "made" anywhere, but in addition to looting EPs directly from traders, you can get them from breaking down various looted goods at camps. See the wiki for more details: Breakdown of Loot

You don't often see them for sale in towns, as most camps will be using them to build items once they've been broken down rather than bringing them back to a town to sell. And since it is easier bulk-wise to transport items rather than bulk EPs, most people would rather buy something like MMLS and move those than rather than buying EPs.
