yes thats right. The van has moved 1 ½" this turn, has taken a d3 and should probably be doing a minor skid.

d5 at least(almost 90 deg turn(d6) - I assume in one second), speed is 20mph(again assuming the two car lengths are in one second. Zero chance of skid even with HC1 car and crap driver reflexes.

Additionally vehicle is out of point blank range (+4 to hit) at the end of the turn, for both ped and cyclist.

at 2" per phase the van is travelling much faster than 20 mph
