I just got an odd question...If I have food in SS and gangers in GW do my gangers in GW get fed or do they starve?

Yes, Water and Food are exeptions, those stocs are global.

It was considered to be way too boring if players must do food and water-runs for their occupied cities.

although changing that would mean new players could do simple courier runs restocking my GW crew

seriously though... once you are big you dont want to hunt traders... a few big gangs and the new players would have permanent courier missions to move food and water south
