This is just a small change, to help people who have trouble getting  in at the start of a wilderness event. Now, truces can be achieved as long as no more than one move has happened in the combat. This helps people who are delayed getting into an encounter but still want to truce it. (Don?t forget, the server waits for the first active player to connect before the first move happens, even if it takes them an hour from the time the gameserver launches)
