I've been playing a few months, can usually win NPC arena fights and have set up a regular courier run where I can usually run away successfully. The question is what next? I have taken part in several scouts with experienced players and will keep doing that, but no scout greater than 20 (although going up with the courier runs), am wary of initiating my own.

I'v been toying with a courier run with a pickup up and escort - I can certainly make more with the bulk capacity of the pickup and it doesn't add too much CR. My question is, will this be any 'safer' than a scout? If I'm always going to be outnumbered 2 to 1 at my skill levels, I'm going to struggle.

Your biggest problem with a low scout when your not real confident in your own gangers fighting abilities are the times when it spawns bad and all turns to chit. If you want to practice your solo scouting try setting up a single muscle/mid-range car. A merc is solid and can be loaded out nicely with a hmg/mg combo or gg in the gunner slot. If you scout for NPC traders you will get a spawn where 1-2 of the cars are trade type cars so more interested in running than fighting. Also they will always offer to truce first so if you do not like what you face you can pass.

As to running escort for your pickup again I would wait till you have a solid feel for the flow of battle as a solo player.

Others may offer different advice but this is my 2 cents :)

I've always found running my own 2-car scouts with newbie scout gangers isn't a problem. At worst I face 3-4 opponents and one is usually a trader. It's pretty rare they go wrong. Try running a scout with someone, 1 car each and bringing only a 20-30 skill scout, then just get out there yourself with a couple of cars and gangers you won't lose sleep over.

Running between towns and actively fighting is far more dangerous in my view, since your running over open ground and your effective firing range is short, maybe 50m, plus the further you get from town the higher the number of opponents tens to be.

Once you can make hits at 75-100m you can start rear-gunning between towns with some confidence - the number of cars behind you doesn't matter so much when they're arriving one or two at a time and being hit for a few turns before they can start to hit back.

EDIT: Always, always assume the enemy is in front of you when you setup for running between towns until you know the possible spawn positions by heart; there should always be an exit route to the left or right, if you have to 180 your probably going to get caught and shot up.
