A couple of us met randomly and some cars dropped from the Eight Rounds Rapid squad, but neither of us has CR matching turned on.

If neither of you had CR matching turned on, then one of you must have been hunting for the other (i.e. it wasn't random). CR balancing is automatically applied in this case.
