Following discussion with some of the active (and previously active) camp wars participants, I'm making the following tweaks:

1. The per-gang limit is being raised to 1000CR (from 750)
2. The maximum battle CR is being reduced to 4000CR (from 4500) - still pro-rata reduced when more than this has been deployed by one or both teams.
3. The penalty for controlling vehicles belonging to absent players is being increased: now, it starts at 0.1 KoTH point per vehicle per turn, but this increased by a further 0.1 every 10th turn in which a vehicle is being illegally controlled.
4. For 2102 and every 4th year after that tile decay will be heavier - to shake things up a bit

Tile decay is a bit aggravating enough as is! Didn't get back what I lost last round and this round likely be same.having to go around mountains is a pain!

change the perks around too no fair some camp gets to loot squadcars and firetrucks and devilles for free and some camp perks are a damm broke pistol.

my firelight camp was better off this year than last year, was hoping it would have been alot harsher tile decay, like just yer home camp tile left harsh. not sure why some camps got so big of territory while mine was not getting the same treatment despite having alot of territory left unclaimed, ill be able to grow bigger this year than i did last year and the years before that, should be my biggest year expanding, that just seems way off on a year that was suppose to be harsher.

maybe use that other version that keeps tiles closer to your camp on a higher level, every 4 years?
