more suggestions welcomed but here is my first

give peds the ability to go prone and be completely invulnerable to weapons fire from further away than 5m with anything other than flame and ballistics. They cant fire when they are like this (that would be the crouch position).

Make crouching much more effective at reducing the chance of being hit.

give additional ped kit body armour
