Tiny window when opening

The game plays and works fine in every way. However, when I open up a ganger page, or a vehicle page from the top tabs ( gangs, events, squads, charachters, vehicles, towns/camps, buildings)
All I get is a tiny window with just a red X button and a yellow - button.
No way to change the size.
Any ideas anyone?

Many thanks to Mutantor and Grimm Sykes for advising me to update Java and MSC++.
All is good now- but why doesn't the steam updater do this?
