If I have Rapid Reload on Large Guns, and Rapid Reload on gunnery, is it equivalent to a Rapid Reload II spec?

Just to add to this...

My 1st LG spec is usually rapid reload.

Does it work equally as good for LG and guns? Ie. Speeds up reloading for both?

Nearly all weapon specs affect all weapon skills. The exceptions being the Handgun only ones (eg Car Killer), Laserfire, and Ballistic Prediction (and I may be forgetting something....)

Likewise, driving skill specs affect other driving skills.

So you could pick up Sniper from Gunnery and Rapid Reload from Ballistics and use them both with your HMG.
